Why are Americans the most generous people according to World Giving Index regarding volunteering, helping strangers, and donating yet resists expanding social safety programs (affordable healthcare, childcare, college tuition, parental leave)?

I am not an expert on this, so if anyone wishes to correct me or challenge my explanation, please feel free. Americans, due to the nature of their society being traditionally Liberal (namely against government overreach and power), have a greater duty amongst individuals and individual communities to provide social safety nets to those less fortunate, as the government doesn't have the scale to do so. It is in essence, a decentralised, albeit in my opinion, as of yet, underdeveloped yet fundamentally good approach to social welfare. I think primarily this is due to a cultural difference between American culture and other western cultures such as those found in European countries. Traditional American culture (in general, not that of progressive urban areas such as California and New York) is founded on the concept that society is made up of individuals, and that those individuals are autonomous. By proxy therefore, government should not intervene in their lives lest the government subjugate their individual autonomy and freedoms by force. This is traditional liberalism. This results in Americans being cautious of government gaining power over the population through expansion of means such as social programs - and rightly so. Many settlers in the US were Catholics fleeing prosecution in European countries namely the UK, as America offered freedom to practice any religion, without fear of the monarchy. Through this, their culture knows the dangers of large government. It is possible for Americans to be so giving, because t are more wealthy. Low taxes and free market policy lead to people having greater means with which to give, and their culture hopefully ensures t do. Whether you agree with me that it is fundamentally a good system, low tax and free markets, combined with Judeo-Christian roots, in my opinion explains Americans’ high propensity for charity relative to countries with less faith and more government.
